The Council is proposing five changes:

1. Changing how we calculate rates, from a capital value-based system to a land value-based system.
2. Changing the commercial differential over six years, from $3.70 in rates for commercial properties for every $1 of household rates, to $3 for every $1 of household rates.
3. Increasing the area where the vacant land and derelict building rate can be charged.
4. Introducing a rates differential for the new water services provider Tiaki Wai.
5. Simplifying the rates remissions for earthquake prone buildings.
